Sealed quotations are invited from the Reputed Vendors /Enlisted Vendors of the University to quote their lowest possible rate for the supply of the under-mentioned goods/articles and/or service, subject to the following terms and conditions. The quotations must be submitted to Dr. Tapas Acharya, Assoiate Professor, Department of Geology, Presidency University, Kolkata.

Scope of work

To support the hydrogeological workstream of Center for Sustainable Solutions (CSS), Flat 2A, 15/2/P /23, Jheel Road, Bank Plot, Garfa. Kolkata 700075 to the hydrogeological study at Mousuni island in the following aspect:

Deployment of a digital slimhole logging tool string (maximum probe diameter ≤ 50 mm) to acquire continuous data across a mud-stabilized vertical column from 0 to 350 meters} BGL. The array must simultaneously log the following distinct parameters:

Ø Lithological Boundary Diagnostics (Natural Gamma)

• Specification: Passive scintillation tracking of naturally occurring gamma radiation.
• Objective: To map the exact vertical geometry, thickness, and absolute depth limits of the Primary Lower Confining Aquitard Clay & Silt Formation (240 m to 300 m BGL) to ensure it forms an impermeable upper seal for pressurized injection.

Ø Permeability & Hydrogeological Verification (Spontaneous Potential - SP)

• Specification: Passive electrochemical and electrokinetic potential tracking.
• Objective: To cross-verify permeable sandy layers versus impervious clay seals at the 271 m transition interface, ensuring the target horizon behaves as a true receptive sand matrix.

Ø Fluid Salinity and Matrix Characterization (Dual Normal Electrical Resistivity)

• Specification: Simultaneous short normal (16-inch) and long normal (64-inch) galvanic resistivity arrays.
• Objective: To log the baseline resistivity curve of the target deep aquifer matrix (271.27 m to 328.27 m BGL) without mud-cake invasion bias.

Ø Continuous Downhole Water Quality Profiling (Total Dissolved Solids - TDS)

• Specification: The vendor must utilize an integrated fluid conductivity electrode sensor array calibrated to convert micro-Siemens/cm measurements into parts per million (ppm) or milligrams per liter (mg/L).
• Objective: To output a continuous vertical profile mapping Total Dissolved Solids (TDS) from 0 to 350 meters. This is mandatory to establish the absolute baseline native salinity of the target sub-aquitard sand and empirically verify that the upper freshwater drinking lens (210 m–240 m) remains cased-off safely.

Ø Certified Laboratory Chemical Analysis (NABL Mandate)

• Specification: The vendor must collect, preserve, and transport physical groundwater samples to a NABL certified facility at Kolkata, for Testing and Calibration.
• Testing Panel: Samples must undergo a comprehensive evaluation covering a minimum of 21 specialized groundwater parameters. This analysis must explicitly detail major ionic balances—including Chloride (Cl −), Total Hardness, Total Alkalinity, Iron fractions (Fe ²⁺ /Fe ³⁺ ), and Arsenic—to provide a legally valid geochemical baseline before freshwater injection alters the native matrix aquifer chemistry.

Ø OPERATIONS & TIMING (THE DRILL-STOP HOLD POINT)

• The Strict 3-Hour Window: Logging operations constitute a critical engineering hold point. The drilling contractor will halt all operations upon reaching the 350-meter pilot depth, flush the borehole, and extract the drill rods.
• Borehole Preservation: The logging crew must be rigged up and begin lowering the slimhole probe down the vertical center of the sodium bentonite mud column within 3 hours of rod extraction to prevent borehole wall swelling or caving at the embankment margin.

COMMERCIAL UNIT-RATE BIDDING

Note: a) The sealed cover should be duly superscribed with the enquiry no & date and name of the item quoted in block letter.

b) Party is requested to keep in touch with Dr. Tapas Acharya, Assoiate Professor, Department of Geology, Presidency University before quoting the rate for better knowledge of specification, quality of material, etc.

c) Warranty must be mentioned in your offer for all the above items.

d) Please make sure to mention unit price and cumulative price for all items that should be inclusive of all taxes, duties and other charges as stated in point no.3 below.

e) Rate and amount of GST for each item is to be specified in the quotation.

Finance Officer

Terms & conditions of the Quotation:-

1. The bidder must be GST-Registered (photocopy of the GST Registration Certificate to be provided along with the quotation). Quotations of the unregistered dealers would be summarily rejected.

2. The quotations should be made by the vendors in their original letterheads clearly indicating the aforesaid goods/articles in details.

3. Price quoted should be inclusive of GST, installation, commissioning and (Including Mobilization and Demobilization ) up to site of work at CBM Ranigung project of ESSAR Oil.

4. Rate and amount of GST for each item is to be specified in the quotation.

5. Payment shall be made after successful delivery and installation of the products and the mentioned service at the site as specified in the Purchase Order and on submission of the bill and other necessary papers duly certified by the competent authority, Presidency University. No advance payment will be made.

6. The above Rate Format is to be strictly followed. In case a bidder is unable to quote the rate against any item, the rate should remain blank for the respective Serial No. But in no case the row against the said Serial No. should be deleted by the Bidder.

7. Validity of the quotation will be at least 3(three) months from the closing date of the enquiry.

8. Sample must be attached with quotation in all possible cases.

9. Our enquiry no and date & Purchase order no. and date must be quoted on all correspondences and those should be duly signed and seal.

10. Bidders must as far as possible, arrange to supply the materials within the stipulated time mentioned in the purchase order. This delivery time must be strictly adhered to. Failure to supply within the specified time will lead to cancellation of the order without notice.

11. The University reserves the right to accept or reject any quotation in part or full without assigning any reason thereto.

12. The bidder must submit scanned copies of the following documents:

a. Certificate of Incorporation (in case of company) / partnership deed (in case of firm), etc.

b. Valid trade license

c. Copy of the PAN Certificate

d. GST Registration Certificate

13. In all cases of disputes, the decision of the University shall be final & binding on you.
